On 3 April, we had the honour of attending the VI National Symposium on Best Practices in Public Procurement, a key event for all those of us working with a commitment to technical excellence and efficiency in public procurement processes.
At the auditorium of the Universitat Politècnica de Catalunya (UPC) — Vèrtex Building, leading experts from the legal, technical and institutional fields shared their vision on the challenges and opportunities of the current public procurement model.
The presentations covered fundamental aspects that will shape the future of public tenders. Among them, the following stood out:
Speakers emphasised the urgent need to evolve towards models that reward technical quality, experience and project impact above price as the sole award criterion.
The importance of building specialised technical teams within public administrations was highlighted to ensure more efficient procurement processes that are less vulnerable to errors or challenges.
ADIF presented examples of advanced procurement, with a focus on integrated, sustainable, results-based projects.
The proposal driven by the Fundació ITeC — Institut de Tecnologia de la Construcció and Catenara was presented, aimed at creating a technical guide to order and professionalise the procurement criteria for engineering and architecture services in Catalonia.
The opening intervention by Professor José María Gimeno Feliú, Professor of Administrative Law at the University of Zaragoza and co-director of the Public Procurement Observatory, deserves special mention.
His presentation underlined the need to evolve towards strategic public procurement, focused on value and results, moving beyond the traditional view centred solely on price.
Gimeno Feliú advocated for a modern and proactive administration, capable of using procurement as a transformative tool to implement effective, sustainable and innovative public policies.
