
Since 10 May 2025, the new Industrial Fire Safety Regulation (RSCIEI 2025) has entered into force in its voluntary phase. This regulation, which will become mandatory from 10 November 2025, represents the most significant transformation of the fire-safety regulatory framework since its 2004 version.
The new RSCIEI 2025 is not just a technical update: it represents a profound evolution of the regulatory approach, with greater demands in documentation, technical responsibility and protection solutions more aligned with European standards.
Among the most notable developments introduced by the new regulation, the following stand out:
Alternative solutions are accepted in active protection, provided they guarantee greater safety than that prescriptively required.
Passive protection requirements for roofs are reinforced, requiring a minimum R30 resistance.
Mandatory inspections every 5 years are established, applicable to all risk levels.
More precise simulation of fire loads is required, especially in logistics and storage uses.
Maximum evacuation distances are made more flexible if automatic extinguishing systems are in place, but require detailed technical justification.
Any exception or solution outside the regulatory framework must now be technically justified and validated by an accredited inspection body.
The new RSCIEI 2025 broadens its scope and introduces a more precise categorisation of risks and types of use. Some of the new specific cases considered are:
Photovoltaic installations on industrial roofs
Cold storage rooms for logistics use
Agri-food product warehouses (feed, flour, cereals)
Temporary structures: industrial tents, dismountable mezzanines, elevated walkways
