
Under file 2024/18286 promoted by the Diputació de Barcelona, the Santa Coloma de Cervelló Town Council has entrusted CUBIC Estudi d’Enginyeria with the drafting of the Initial Maintenance Plan for Municipal Equipment, a key tool to transform the management of public infrastructure from a technical, preventive and data-based perspective.
The plan will cover a total of 17 municipal facilities, with more than 13,000 m² of built area, including educational centres, cultural venues, offices, warehouses and spaces without a defined use. The goal: to anticipate deterioration, plan rigorously and improve decision-making.
The main innovation of this commission lies in its approach: maintenance will no longer be a corrective action but a planned, measurable process. Among the main technical works included are:
Complete technical diagnosis of each building: structure, installations, conservation, accessibility and overall condition.
Identification of risks and regulatory compliance, with proposals to correct detected deficiencies.
Prioritisation of interventions by levels of urgency, impact and cost.
Design of a preventive and corrective maintenance plan, adapted to the municipality’s available resources.
5-year financial simulation, including costs of personnel, materials, contracts and supplies.
Municipal management model for plan implementation: technical organisation chart, routines, protocols and workflows.
Key performance indicators (KPIs): cost €/m², percentage of preventive actions, degree of regulatory compliance, etc.
Training for municipal technical and administrative staff to ensure the future operability of the plan.
The work covers municipal buildings of different types and states of conservation, such as:
Schools and educational centres
Cultural spaces
Administrative offices
Auxiliary facilities and warehouses
Buildings currently without a defined use
Each will be addressed with a customised technical proposal, taking into account its function, construction conditions and real operational needs.
The plan not only considers the physical maintenance of assets but also introduces energy sustainability criteria aligned with Sustainable Development Goal 7 (Affordable and Clean Energy). These include:
Measures to reduce energy and water consumption.
Proposals to extend the useful life of assets through preventive maintenance.
Integration of operational efficiency as a criterion for prioritising investments.
